The "click on touch" sound is produced through the system speaker only, not the sound card or its speakers. There are some possibilities for getting sound through the sound card/speakers:

Many modern sound cards have software options to allow the system sounds to be directed through the sound card. Consult the documentation for your sound card or PC.
Some sound cards allow a wired connection of the system sounds to the sound card. Consult the documentation for your sound card or PC.
If you are designing the application, you can have button presses play the sound of your choice by way of a .wav or comparable file format.
